Open Call for DRI Project Proposals

General Information

The Downtown Revitalization Initiative (DRI) aims to fund projects that will help transform the downtown neighborhood into a vibrant community where New Yorkers want to live, work, play, and raise families.


As part of the DRI planning process the Local Planning Committee (LPC) will evaluate the full list of potential projects with input from the public. The LPC will then select a slate of recommended projects to include in the Gloversville DRI Strategic Investment Plan. In total, the recommended projects will exceed the DRI funding available for implementation. The state will review the projects in the plan and make the final selection of which projects will receive DRI funding.

The LPC is encouraged to choose private and not-for-profit projects that will:

  • Have a transformative impact on the downtown

  • Catalyze additional private and/or public investment and socio-economic benefits

  • Provide broad public benefit including co-benefits beyond the project's primary purpose

  • Be ready for implementation in the near term (within 2 years)

  • Enjoy broad stakeholder support and

  • Most effectively advance Gloversville's DRI Vision and Goals

Taken together, the projects should represent a holistic approach to downtown revitalization. Recommended projects may range in cost and scale from small improvements to large-scale construction projects. The minimum request for DRI funding is $100,000, with minimum matching requirements (see instructions document below). 

Open Call for Projects

The Local Planning Committee (LPC) invites the submission of transformative DRI project proposals to an open call for projects. Successful submissions will be included in the Strategic Investment Plan and recommended for funding to the State. Please note that submission of projects through this call and the Strategic Investment Plan does not guarantee funding: the final selection of projects and funding amounts will be made by the State.

Submission Period:  February 7th - 28th   (revised dates)

Submission Instructions:

To be considered, project proposals must be submitted electronically or in hard copy by close of business February 28th. Projects must adhere to the requirements outlined in the call documents below. 

  1. Please carefully read the instructions including the eligibility and evaluation criteria before beginning your submission.

  2. Please download and fill out a submission form, addressing each question as completely as possible. Supporting documents may be included as attachments.

3. Please submit your project proposal in one of the following ways:

A) Electronic Submission (preferred): Email the completed submission form and any attachments to the address below with the subject line “Gloversville DRI Submission: [Project Name]”. Please note there is a 20 MB limit per email. Please send large attachments over 20 MB as links.
